Pepper Steak and Rice

I forget how much I like pepper steak. Our blasted refrigerator has decided AGAIN that it wants to freeze everything, so I had a frozen bell pepper to slice up and use. Too bad that won't work with the frozen cucumber :( Maybe I can make cucumber soup if the weather is bad tomorrow - as long as I have yogurt.
